A sex offender registered in Jefferson County but living in Marshall County has been arrested. Deputies picked up 33-year-old Mark Anthony Brown at a residence on Isbell Road in Horton. Brown is charged with failure to transfer and establish residency and with living in a prohibited location. He was being held in the Marshall County Jail with bond set at 30-thousand dollars. In 2007, Brown was convicted of second-degree rape in Blount County.
